How it would work
Every regulated vehicle gets tracking hardware, fitted through a central installation programme so the authority controls the standard rather than inheriting whatever each contractor bought. Every live contract is then modelled to the lot: service class, frequency, allocation, unit price. Each day's telemetry is scored against the plan the contractor submitted, and compliance is expressed per lot with the supporting evidence — position trace, weighbridge ticket, camera frame — attached to the line it affects.
The architectural point
The point is that contract, plan, telemetry, evidence, score, and invoice are one record rather than six. There is no nightly reconciliation job because nothing was ever separated. A new contractor, a new lot, or a new service class is added as configuration against the existing model, which is what makes absorbing a long tail of thousands of small operators an administrative exercise rather than a re-implementation.
